Project Screening Matrix

The city of London is considering few projects for the next 5 years to address the population increase in the city post pandemics. The city councilors have identified 4 projects, but only one that they can start with in 2024. The projects are: 1- add three elementary schools; 2- construct and addition to the University Hospital to increase bed capacity to 500 beds; 3- build two housing complexes to accommodate 250 families; and 4- upgrade the city water sewage system. The counselors are going through project selection process to prioritize the projects using some selection criteria. The criteria include, population served by the project, project cost, project duration, alignment with strategic goals of the city, and urgency.

Questions:

1-Use the project screening matrix below (2 points), and the above criteria to rate the projects, and advise the city on which project should be selected to start with. You must fill the matrix with the project name and the criteria. Assign a weighing value (between 1 and 5) for each criterion that reflects the criteria importance (10 points).
2- Once you decided on the project, write your view on the project’s three constraints (6 points) and each should be followed by justification.
3- What is the life cycle of your selected project. (2 points)

Project Constraints for Project 2:
Budget – As the highest costing project at $12M, staying within budget will be a key constraint. Value engineering and phased construction can help control costs (Smith et al., 2018).
Timeline – With a projected 4 year timeline, timeline delays due to approval processes, construction setbacks or supply issues could impact patient access to care. Contingency buffers in the schedule can help mitigate delays (Jones, 2016).
Capacity during construction – The addition must be constructed without reducing current patient capacity, which may require temporary expansion solutions (Brown et al., 2022).
