There are concerns that drivers who talk on cell phones present safety risks for the residents of Pax state. It appears that compared to other drivers, drivers who talk on cell phones while on the road are involved in more accidents. It is important to note that the use of mobile phone impairs driving performance and this is in spite of whether the phone is a hands-free or handheld model. When individuals are engaging in conversations on cell phones, they are expected to consider the information they are listening to very cautiously. This concentration on the talk often competes for the resources in a brain and this can lead to impaired driving performance (Goldstein, 2014). The same applies to other uses of hand-held electronics, such as texting or the use of apps on smartphones. There are even instances where driving while talking on the cell phone has been likened to drunk driving. This is an indication of how dangerous this behavior is. We already have laws on drunk driving; therefore, we also need a law that will regulate the use of phones while driving. I propose a mobile phone driving law. This law will ban the use of handheld cell phones while driving (whether for talking, texting, talking selfies, internet surfing purposes). The law will also permit officers to ticket a driver for using this gadget while driving devoid of any other traffic offense occurring.
I must confess that a variety of thoughts ran through my mind as I drafted. I was not sure of the kind of tone or the language to use (formal or informal); I was also not sure about the kind of content to include and what to exclude. I wanted to include statistics on the consequences of driving while talking on the phone, but I eventually decided not to. Also, as I drafted, I kept on imagining the kind of suggestions citizens of pax would give regarding the kind of law they would want me to endorse. This is what eventually inspired me to come up with the mobile phone driving law.
