In this module, you will learn about the project concept paper and the peer-review process. The concept paper is a 1-2 page proposal for the topic you intend to complete. Specifically, the concept paper should state the policy or strategy that will be covered, the agency it will be implemented, why the policy or strategy is necessary, and the criminology or criminal justice theory that will be employed to justify the policy or strategy’s potential success.
At the end of this module, you will submit a concept paper to be reviewed by two of your peers.
Please see the sample concept paper attached and use it as a guide.
Concept Paper (Peer-Review) Instructions:
Concept Paper: The concept paper is a 1-2 page proposal for the topic you intend to complete. Specifically, the concept paper should state the policy or strategy that will be covered, the agency in which it will be implemented, why the policy or strategy is necessary, and the criminology or criminal justice theory that will be employed to support the success of the policy or strategy. Choose at least 3 to 4 References to complete this assignment (also use the references you used for Topic/Theory assignments as well).
Concept Papers should adhere to the following submission guidelines.
1. Microsoft Word Document
2. 1-2 Pages
3. 1-inch (72 points) margins all around
4. Do not justify the margins because that causes spacing issues. Always align the margin to the left.
5. Times New Roman font
6. 12-Point font
7. Double-spaced (Sometimes word documents are automatically defaulted to have extra spacing. In order to make sure this is not the case, click on Page layout, and in the spacing section make sure that the before and after are set to 0 points)
8. Include page numbers.
9. Avoid using contractions and first person speech in formal writing (i.e., in all of the papers you will submit for my course)
10. A proper paragraph includes at least 3 sentences. Also, make sure you do not draft run-on paragraphs. Sort your thoughts into topical paragraphs that flow from one to the next to tell your story.
11. Make sure to use proper (Help write my thesis – APA) in-text citations and a reference page.

Deaf individuals serving prison terms are constantly denied fundamental due process rights and appropriate accommodations as well as prison services because administrators of prisons fail to understand their needs. Nonetheless, it should be noted that deaf prisoners have statutory and constitutional rights to receive appropriate services in a correctional facility (Miller, & Vernon, 2005). In this regard, the policy at hand proposes that deaf inmates be provided with appropriate accommodation that incorporates group therapy, vocational training, mental health counseling, and educational classes. Furthermore, there is the need for correctional officers to use appropriate assessment tools to assess the vocational, educational, and mental needs of the deaf inmates so as to come up with better solutions for these needs. In the long run, the provision of appropriate accommodations is expected to reduce recidivism among these prisoners.
Correction is the main agency under consideration. In particular, focus will be put on Georgia Department of Corrections. This institution has been put on the spot for failing to identify and meet the accommodation needs of deaf inmates. In fact, there is a major lawsuit that has been filed against the facility for failure to provide appropriate accommodations to deaf inmates. The theory under consideration in this case is the social control theory. According to this theory, people’s dedications, relationships, beliefs and values drive them not to commit crime. Therefore, if people are able to internalize moral codes, and become tied into and have a stake in their broader community, they will intentionally restrict their inclination to commit crime (Britt, & Gottfredson, 2011). The social control theory is chosen because the provision of appropriate accommodations to deaf prisoners seeks to reform them such that when they go back into the community they will strive to behave in morally acceptable ways so as to reduce their likelihood of being rearrested for crimes.

Topic:
Deaf inmates are at a tremendous disadvantage within the criminal justice system. With that said, I hope to focus on a topic surrounding deaf inmates and whether they are appropriately receiving accommodations with a broader goal of reducing recidivism through mental health counseling, group therapy, vocational training, educational classes, etc. In order to do so, the correctional officers must use appropriate assessment tools to assess the vocational, educational, and mental needs of the deaf inmates. They should include the following criteria in their assessments such as language use, degree of hearing loss, home language, cognitive abilities, school placement history, etc. I believe if the inmates were given the appropriate accommodations, the recidivism would be reduced upon their release from prison. This is where I am heading right now with my topic. I would like to design a policy where accommodations would be given without any questions and corrections is one of three main agencies I would like to explore within the topic of my interest.
To be more specific, I would like to use Georgia Department of Corrections as my agency for my topic. There is a major lawsuit that has been filed against the Georgia Department of Corrections for failure in providing appropriate accommodations to deaf inmates.

According to the statistical trends in the US, it’s predictable that at least 95% of the people will be released from prison at a given period and 80% under parole supervision ( Pittaro, 2018). Most prisoners find themselves homeless and unemployed after serving their time in prison. This may be because some of them have no families or lack someone to accommodate them back. They also face some administration issues which result from a lack of national identification cards. Since they don’t have access to a birth certificate. Another issue is finding a sympathetic employer who may be able to employ an ex-convict because most employers refuse as they focus on criminal records. Some prisoners also suffer from mental illness or cognitive behavior which may be difficult for them to find a comfortable position back in society.
Even though the prisoners do not have full constitutional rights they are protected by the eighth amendment law that prevents them from cruel treatment. It also enables them to receive at least the minimum standards of living. To prevent re-occurrence of similar crimes and also reduce the number of homeless and unemployed ex-inmates in the community. This proposal proposes adoption of the prisoner’s re-entry programs since they enable prisoners to re-enter back into society with much ease. They are vital because they engage the prisoners starting from when they are imprisoned through some few hours after release. The programs also extend to months after release as the ex-inmate works hard to get their lives back on track.
These re-entry programs being our main goal, the focus will be directed to the Texas, prison system since it’s among the largest prison with a high number of incarceration. In the 90s Texas prison was among the major states to face a lawsuit due to over substandard and unconstitutional confinement. These were as a result of the high level of imprisonment with lack of enough funding’s to promote the inmate’s programs. These may also result in psychological and health effects. Some of this programs include the prison college education program. The adoption of these program will lower recidivism rates. Also, the inmates who have completed these programs stay crime free longer than those who haven’t received this education. Other programs may include treatment of substance disorder, housing, job training, and job interview training.
Providing temporally basic income upon release may also work as an investment these will help them adjust to community life. Implementation of automatic record expungement will aid in their success in the community and promote safety. These are because these records should not serve as punishment to the ex-inmates. Helping them get their driver’s license and also voting rights back are part of these programs (George, 2019).
This project proposes the re-entry programs through the use of the process theory. This theory is aimed at describing the reentry process experienced by the released inmates. They involve five stages, the pre-release anticipation, recovery, re-union, activation, consolidation and, the relapse phase. By utilizing these programs, one’s successful re-entry into society can be viewed through how well they can meet the six basic life needs. These are a livelihood, residence, family, health, criminal justice compliance, and social connections. Most of these programs fail because they are focused on punishment, deterrence, or control or sometimes there is not enough focus put to transform one’s life. For their success, they should aim at trying to equip them with skills that will be effective for their own lives. These programs will also deliver a new way of thinking to the previous inmates (Li, 2018).
